Amar Seth, UK Real Estate Developer and founder of Seth Real Estate, has secured planning permission for the landmark redevelopment of Cooper’s Buildings on Church Street, delivering 160 premium hotel rooms in the heart of Liverpool City Centre. 

The project will transform the long-vacant upper floors of one of the city’s most recognisable heritage buildings into a contemporary hospitality destination, blending architectural preservation with modern guest experience.

Reactivating a Liverpool Landmark

Designed in 1914 by architect Gerald de Courcy Fraser, Cooper’s Buildings is a Grade II listed structure featuring a sandstone façade, decorative archways, a Mannerist tower and intricate period detailing.

Despite its prime location — directly on Church Street and moments from Liverpool ONE — the upper floors have remained unused for over a decade.

Under Amar Seth’s leadership, floors three to seven will be repurposed into:

  • 148 aparthotel rooms across floors three to six
  • A recessed seventh-floor extension
  • A rooftop bar and restaurant offering panoramic city views

Heritage-Led Design with Contemporary Hospitality

The redevelopment will retain and celebrate key internal features, including:

  • Original mosaic tiled floors
  • Ornate cornices
  • Coffered ceilings
  • Timber block flooring
  • Glazed wall tiles

Previous capital works — including façade restoration, structural strengthening, window upgrades and roof replacement — have already positioned the building for efficient conversion.

Commercial and Cultural Significance

This marks the first major investment into Cooper’s Buildings’ upper floors in decades, unlocking underutilised space in one of Liverpool’s highest-footfall locations.

The scheme responds to strong demand for centrally located premium accommodation, serving both tourism and business travel markets with consistently high occupancy levels.
